1. Platform Partner Rules
The Platform Partner Rules documentation highlights the expected behavior of all developers with access to Shopee Open Platform. Take note of the key violations that may lead to penalties if you do not abide by our rules.
These rules are in line with our Data Protection Policy and Terms of Service which govern all Open Platform developers, ensuring that Shopee continues to be a fair and safe platform for all our partners and users.
You should familiarize yourself with these 4 key areas of the Platform Partner Rules:
- Data security
- Illegal or inappropriate behavior
- API performance and activity
- Accuracy of shared information

For third-party partner platforms providing fulfillment services, an additional Third-party Platform Fulfillment Policy applies.

2. Data security
To ensure that important data belonging to sellers and the Shopee platform are protected against misuse or leaks, all developers using Shopee Open Platform are required to abide strictly by our Data Protection Policy.
You are required to accept and agree to the terms of the Data Protection Policy before you can access the Shopee Open Platform.
Shopee takes a serious stance against Open Platform developers who are involved in the following actions:
- Illegal data use, such as misuse, sharing, or leaking of user information, intentionally or unintentionally.
- Unlawful collection of user data, including the uses set out in the Data Protection Policy.
- Sharing or leaking of your APP’s sensitive information, which results in user information leakage.
- Concealing and exploiting flaws or vulnerabilities present on Shopee Open Platform.
- Concealing or failing to report server assets on time and shielding your platform(s) from regular inspections from Shopee Open Platform.

To avoid violating our Data Protection Policy, be proactive in minimizing the risk of data breaches. Here are some preventive actions that you can take:
- Carry out regular risk assessments for your data management.
- Strengthen your staff’s awareness of data security best practices.
- Work closely with your business partners to ensure comprehensive data security management.
- Rectify security vulnerabilities, security risks, security responses, and other related requirements as notified by Shopee in a timely manner.

3. Illegal or inappropriate behavior
It is expected that all developers using the Shopee Open Platform uphold fair selling practices. Any behavior that is found to be detrimental to our platform will be strictly dealt with.
Shopee also takes a serious stance against Open Platform users who are, or are suspected to be, involved or associated with shops involved in the following actions:
- Using web crawlers for collection of any Shopee-related data.
- Fulfillment fraud, including actions such as intentional shipping of empty parcels/unrelated items to buyers.
- Provision of services such as IP blockers to help sellers avoid detection of behavior that goes against Shopee’s seller policies.
- Abuse of internal API such as misusing Internal API to spam sellers.
- Abuse of Chat Open API by developing prohibited functions such as proactive order updates, promotional chat broadcasts and chatbot replies, or disguising auto-messaging functionalities as manual messages and vice versa.
- Selling or trading of seller accounts or fake local shops
- Offer or conduct one-way listing migration out of Shopee's platform into a competitor's platform, website, or any other platform.
- All brushing activities, including but not limited to creating fake orders, reviews, followers, and likes.
- Any other unfair competition business practices.

To avoid being flagged for illegal or inappropriate behavior, you should always keep to honest selling practices.
4. Accuracy of shared information
Transparency is key to a good working relationship and it is expected of all Open Platform developers who are given access to the Shopee Open Platform.
Any Open Platform developer that is found to intentionally hide business information will be penalized. This includes, but is not limited to, providing inaccurate details, and offering services that are different from submitted descriptions.
You are required to accept and agree to the Terms of Service before you can access the Shopee Open Platform.
💡 Tips
To avoid sharing inaccurate information, check your Open Platform application carefully.
You should also edit your APP details on the Open Platform Console App Management page whenever there are changes to (i) the services you provide (ii) your IT assets or (iii) your IT infrastructure.
5. API Performance and Activity
Having good API Performance and Activity ensures that our developers provide high quality service to Shopee users. Open Platform developers should also regularly monitor their API call success rates and make the necessary changes in a timely manner, as may be requested by Shopee from time to time.
All developers are expected to meet the following requirements:
- Your Application should go live and be made available to users within 90 consecutive days after its creation date.
- Your Application should make at least 1 API call within a duration of 90 consecutive days after its live date.
- Your Application should have a sufficiently high API call success rate, and should not fall below a daily average of 90%.
*An API call is considered successful when the HTTP status code is 200 and the error and message fields in the response are empty
** Public APIs (e.g., v2.public.refresh_access_token) are excluded from the calculation.
Shopee reserves the right to penalize Open Platform developers that do not meet the above criteria or do not provide a satisfactory response when informed of the violations above.
💡 Tips
If your Application’s API success rate is deemed to be consistently low, Shopee will reach out via your registered email. To stay informed, ensure that your email address(es) are in use. If your registered email is no longer in use, please update your email address by sending a request to openapi@support.shopee.com.
6. Third-party Platform Fulfillment Policy
The Third-party Platform Fulfillment Policy applies to all Third-party Partner Platforms that help sellers ship their orders from another retailer or your warehouse directly to the buyers.
The policy is in place to ensure that Third-party Partner Platforms which provide fulfillment services can help sellers fulfill orders on time and in good condition.
Shopee takes a serious stance against Third-party Partner Platforms which commit the following violations:

Learn about improving your NFR and LSR or share best practices with your retailer partners to avoid fulfillment penalties.
You should always maintain a low percentage of pre-order listings and non-integrated orders to ensure that buyers get their orders promptly.
7. Penalties
In the event of a violation, Shopee Open Platform reserves the right to investigate the developer's actions unilaterally, determine the rules that should apply, and take any measures against the application or developer, depending on the severity of the violation.
Details on the penalties are as follows:
- Warning notice
- A warning notice via email may be issued to the developer, with a grace period for rectification
- Sensitive data masked when calling sensitive data APIs (New)

- API limit reduced (New)
- Daily API limit reduced by a certain percentage determined by Shopee Open Platform
- Suspension of new shop authorizations
- APP(s) under the penalized developer may be unable to authorize its APP(s) to access new shops/merchants
- Shops/merchants that have been granted access before the suspension can continue to use the APP before the authorization expires, but re-authorization may be disallowed until the suspension is lifted
- Suspension of APP(s)
- APP(s) under the penalized developer may be unable to make API calls.
- All authorized shop access permissions of the APP(s) may also be revoked
- The penalized developer may be unable to authorize its APP(s) to access new shops/merchants
- Removal of Shopee Open Platform account
- The penalized developer may have its Open Platform account deleted, with all permissions revoked
- APP(s) under the penalized developer may be unable to make API calls
- All authorized shop access permissions of the APP(s) will also be revoked
- The penalized developer may no longer be able to authorize its APP(s) to access new shops/merchants
